But when you got to support millions of people, you have to choose the default option that minimizes the potential for usability problems. Of course if you have a background where transparency works, knock yourself out. It wasn't much of a problem back when people were using tiled 16-color backgrounds but when 256 color and higher displays and enough memory to display photos became widely available, which was about that time, it became a usability issue. So no matter what colors you selected some icons would be hard to read. People were scrambling to find ways to make OS/2 icon text backgrounds NOT transparent so they could use their favorite new background which was dark in one area and light in another. I recall back in the OS/2 days, OS/2 (2.0 I think) always let the desktop wallpaper show through around the icon text. Unless you are using a very carefully selected wallpaper with very consistent brightness and color it can become impossible to find an icon text color that is readable on all locations of the screen. The area around icon text is not transparent for a very good reason.
